How can I input a Unicode character by its standard hexadecimal number (like U+2615, “hot beverage”)?

But it appears only to insert a few characters from the beginning of the Unicode characters, specifically from U+0000 through U+017E. That leaves most of Unicode excluded, if I understand how this dialog box works. For example, how would I add character U+12111 (Cuneiform sign Gish) to a file? My original question includes another example which seems impossible to insert.

To make this easier to use, I would move Insert Special Character right under Menu > Edit, so I don’t have to remember the keystroke. - AuthorPosts
